Description
Reporting to the CFO, the Vice President of Billing is responsible for the management of the systems and processes that the Company uses to bill for its services. Generally most of the Company’s services are billed to third party payers, including Medicare, Medicaid and private insurance. This position is responsible for the development and management of the Corporate Billing Staff and to provide the functional leadership and oversight of non-Corporate Billing Staff that works at the Company’s regional offices.
This position will be responsible to realize the main objective of billing, which is to bill more quickly, accurately and effectively, while reducing day’s sales outstanding, bad debt and improving cash collected per call. To accomplish these goals, this person will work closely with operations, finance and IT to figure out how best meet these objectives.
Job Responsibilities
- Manage and supervise the corporate billing staff
- Develop and implement billing policies and procedures
- Develop the control systems necessary to manage the billing function
- Stay informed of statutory changes promulgated by CMS, State Health Departments, Municipalities and other regulatory bodies that impact billing
- Provide leadership to the billing staff to ensure they have the training, information and tools necessary for the job
- Keep the billing staff informed of changes by regulatory bodies that will impact their work
- Lead all efforts to make the systemic changes necessary to ensure that the Company is in compliance with all relevant regulations
- Provide the leadership to ensure compliance with these regulations
- Take the lead and work with all departments, including operations, finance and IT to ensure that systems and processes are designed and implemented to maximize the Company’s goals of billing accurately, timely and effectively, using Lean Six Sigma and other process improvement tools
- Provide billing leadership to General and Senior Managers of the Company
- Manage the relationships with outside counsel as it relates to billing compliance
- Manage all external audits by third party payers
- Manage the contracting process with third party payers and customers as it relates to the control of documents, rate negotiation as needed and the document retention policy
- Work with other Senior Managers on setting priorities for the IT Department
- Provide leadership and guidance on the deployment and use of technology as it is needed for the billing operation
Job Requirements
Experience:
Minimum of 10+ years experience managing medical billing services. Candidates preferred who have experience with EMS or ambulance transport billing.
Education:
Bachelors or Masters degree in business. Consideration will be given for a combination of experience and formal education.
Skills and Capabilities:
Communications Skills: Able to read and comprehend instructions, complex statutory regulations, and financial documents. Able to write concise and well organized business reports and correspondence. Effectively present, communicate and exchange information to others and utilize clear and concise communication methodologies including listening and comprehension skills to interact with internal and external business associates.
Reasoning Ability: Requires critical thinking, sound business judgment and understanding of company accounting policies and practices.
Interpersonal Skills: Ability to conduct self-confident and articulate business conversations with internal and external clients and to work effectively independently or as part of a team, collaborating to achieve team goals and objectives.
Computer Skills: Must be proficient with Microsoft Office products, including Outlook, Word and must have advanced knowledge and competency with Excel. Should have an understanding of database structure and design, be able to work with Crystal Report Writer or Access and work with complex Excel spreadsheets for data analysis.
Travel: Moderate travel (approximately 25%) will be required for this job. Travel may require multiple overnight stays.
